The People of Promised Land Lakes

The Town of Promised Land Lakes, provides some people with a safe haven to live at during the darkest hours on planet Earth. There is still a need for order in the town to avoid total anarchy that exists in many places on the planet. Anyone can have a job, from the very young to the very old; everyone is here to try to make things better for those in the town. There is even a chance to learn a new trade, or to teach a skill in the Promised Land University.


The Town Leader is responsible for making sure that the militia and civilian affairs maintain order within the town, that people have food to eat, and that the militia does not take advantage of the civilian population. They are divided up to foot soldiers, scouts, and specialty forces that specialize in magic.

Promised Land University:

The University has been converted into a boarding school to help with the educational needs of the orphanage, and the children of the town of Promised Land and the surrounding towns and villages. The teachers are unique, some maybe creatures of magic, aliens, or specially evolved humans. The University is not just for children, but adults can benefit from learning new a trade. The staff also plays a key role in making sure that humanities treasures are able to survive for generations to come.

The Town and FAQ

Promised Land Lakes, is set in the Poconos region of Pennsylvania and it is a wooded rural area with numerous lakes and mountains. The town itself sits between two lakes that provides the town with fresh water and fish. It still is close enough to some, other towns, larger towns, some small cities, and the larger cities of New York City and Philadelphia.

The climate in the region is temperate. The summers can be hot and humid, with exceptionally cold winters with large amounts of snowfall.

The University: It is a small university, and it has been opened to allow for refugees of the rift, and for those looking for a place to live. It provides not only a place for people to live, and to help with the daily lives of the people in small town surrounding it, but a chance to provide for the future of the children or those seeking to learn a new trade.

The people in it have taken it as part of their calling to preserve the treasures of humanity from those who would seek to profit from them. The preservation of books, music, paintings, history, and the sciences are preserved for future generations for centuries to come.

The Town Hall and Police Station: This is home to the militia, it consists of the mayor's office and local police station. This is where the protection and provision of supplies the civilians of the town. It is ran by one Captain Jack Harkness, to ensure the civilians are not treated poorly, and that the town is kept safe.

The Militia helps provide not only muscle, but they provide medical and technical staff for the clinic and university. They also help with the rest of the functions of the town besides just defending it. They're citizens first and a militia later, so jobs do overlap with one another. This is also said for the rest of the civilian population.

The Church and Orphanage: It is said that children are the future of the human race, and in this case it can't be any more true. The large church was once part of the university, but the convent and rectory have been put to better use. The church still holds a purpose to help people find their faith in these dark hours.

The Clinic: The small country clinic is now functioning without the glory and technology that it once did. The medical supplies are always at a risk of running out, and the staff does its best to keep the threat of disease from breaking out and treating injuries.

There are also two large farms that help provide fresh food when the seasons allow it for the people of the town, other homes, and a trailer park, for when the town can properly provide for them, an abandoned pub, movie theater, and a general store that will allow for people to barter for goods.

Other places exist outside of the town ranging from hotels, box-stores, factories, hospitals, warehouses, asylums, military bases, abandoned malls, and all sorts of wonderful places your imagination can come up with.

The Outside World: The world has been left with only thirty-five percent of the population in tact, and people are scattered all over the place. The cities, the ports operating only to allow people on the coasts to fish the seas to provide food and to move from place to place. Sorry, but bananas have gone extinct in Pennsylvania.

The invasion itself has also crippled the infrastructure, the power plants, water treatment facilities, gas refineries, the banks are non-existent, and of course there's no internet, mobile, radio, or phone service. The only means of electricity comes from gas ran generators, or any place with a back-up generator. This doesn't mean somethings won't work, the battery has become the greatest invention known to man.

Transportation is best kept to foot, horse, motorbikes, older boats, and older model cars that lack the complex electronic systems that today's cars have. The simpler it is, the better off you are. We won't rule out small older prop aircraft if someone can be fortunate enough to find one in good shape.

There are some members of the game that do have functioning TARDIS, so travel outside of the state and the United States along with to other places in the known universe is possible. There will be plots that will take us above and beyond, to help with the revitalization of Earth.

Food and Resources: Food will run out, so finding more by raiding other towns, scrounging for it, making trips to the cities to find what was left behind will be key. This does not limit people to just canned food if you can hunt or grow it. There might even be some domestic animals that got loose, such as cows, goats, sheep, and even pigs. It might not be wise to consider keeping one of these animals as a pet, without knowing they are going to be feeding hungry mouths.

Life can be made better, people can work to get running water restored to the town, dealing with sanitation, and eventually with some know how -- to get the power back, and the radios back up. As time does move on in the game, by NPC or even PC movement things will get better. This will be a slow process, and of course there's the chance of more invaders or people being people.


Downtime: There's downtime and room for fluff, it just won't be hanging out at cafes or plopping down to watch the latest episode of American Idol. A chance to watch a movie might be more of a luxury if there's spare gas for the generators, or batteries to operate a portable DVD player. Life has just gotten a lot more simpler, so take a chance to let your characters enjoy life without being constantly plugged in.

Things that go Bump: Earth has been visitor to both alien life and the supernatural before, and just with this major set back doesn't mean it won't happen again. There's also threats from humanity itself, with outlaws, other towns, and people trying to get the upper hand of a bad situation to gain full power for themselves. The Rift is also responsible for some events that happen, from animating the dead, to providing a gateway for creatures from other worlds to get here.

The Rift: The Rift is how your character likely got here, it is for the most part a one-way ticket. Characters can sometimes return to their home universe, or to visit other realities; most people tend find themselves stuck here.

Return to Normal: If we return to a normal world, it might be more advanced than the one that was left behind. It all depends on where people go with the environment they have to play in. The key to the setting is to allow characters to have a chance to effect the outcome of the game.

The Setting

Fractured Rifts is a post-apocalyptic, sci-fi, survival panfandom game based out of the Doctor Who universe. The events in the game are taking place in a after present day version of 'The Dalek Invasion of Earth' that plunged the surviving two thirds of the population into another Dark Age. The planet would be ripe for a secondary invasion that would soon follow, and the Earth now relies on a ragtag team of heroes to fight save the day.

This ragtag team of heroes is held together by hope, despite their world being shattered, loved ones lost, and living a life on the constant run; has hopes to keep the Earth safe for future generations to come. It has became their responsibility to begin to help rebuild The Earth or to see the survivors off to the stars. For now they have settled in a small town in Northeastern Pennsylvania, called Promised Land Lakes.

The game follows in the footsteps of various post-invasion concepts such as, Falling Skies, War of the Worlds, Walking Dead, and other events that would take place on a broken Earth. This allows for darker elements on the Earth to be explored, from xenophobia, questions of morality, and loss.

Fractured Rifts welcomes all different characters from various television shows, movies, books, animated, video games, comics, original characters, AUS, duplicates, and other concepts. What your character can contribute to the game is left entirely up to you. A character that was selling cell phones one day, can help lead a team of fighters. Your imagination is only limited to you.

Your character will find themselves snatched up by The Rift, and dumped somewhere outside of the town or close to where everyone is located at. They have various options offered to them, and while the game itself is set in a post-apocalyptic setting there is a variety of settings offered to them. There is the militia, the civilian life, a local university, and a children's home to start out with. As time goes on, there maybe some slice of life offerings that would fit with the ever evolving setting.

The game play offers a chance for people's characters to shape the world for better or worse. There is no saying what will happen in a year from now, we could be in the same place, we could be out there traveling the stars, or finding ourselves in a new city. And, with the game set in the Doctor Who universe there will be chances for us to of course explore time and space.

Captain Jack Harkness's Torchwood has risen from the ashes, after the original British institution was buried. No longer does Torchwood rely on the government to provide a service for Earth. Torchwood has once again become a global organization that helps Earth combat both extra-terrestrial and terrestrial threats. Torchwood's goals are to see Earth and the human race make it to see the future, and to prevent it from going terminal before its time. They also see to helping out those who have fallen through the Rift, by either offering a position to those suited to the Torchwood life style or simply providing support. For those who are not meant for Torchwood, there are smaller fronts that people are able to operate from the coffee shops, clinics, and other small businesses located near the main HUBs.

Torchwood is built up of numerous fronts all across the globe, that help provide humanity with technological advances to something simple like a coffee shop franchise. The Torchwood HUBs are global with many mini-Torchwoods scattered across each of the seven continents and in numerous countries. Their main headquarters is now located in Los Angeles, the other main HUBs located in New York City, London, Cardiff, and Glasgow. The HUBs are connected together by teleport that allows people to travel between the various HUBs.

Joining Torchwood

Fractured Rifts does not have an activity checks, but we would like for those who join with Torchwood to be reasonably active. Members need to be at least eighteen, and have skills (medics, engineers, special abilities, leadership skills.. etc.) that would make them suitable for the organization. Remember, not everyone in Fractured needs to be a member to be involved with plots. Torchwood also will accept help freelance workers from individuals that do not fit in a team like setting.

There's no application to join, if your muse fits please post below, and remember sometimes Torchwood comes looking for you.

The HUB itself is a large mansion home that functions as the main work area, a medical suite in the guest house that's fit with the latest in medical equipment (some of it is beyond modern), and various labs that aren't connected to the main house.

Torchwood: London (Torchwood Towers)

Like the phoenix the Torchwood Towers of Canary Wharf have been reactivated. This goes for the rest of the majority of Torchwood's former holdings in the United Kingdom, from storage facilities, research facilities, and other locations that help the ravaged that have been taken by the Rift only to be returned. Torchwood: Cardiff (TW3 HUB)

Recently rebuilt after it was buried during the events of the 456 (resembles the S2 HUB). The old Cardiff HUB sits under The Roald Dalh Plass and Millenium Center. Its got a relatively small staff for how large the Archive space is. Its unknown how big it exactly is, even Captain Jack Harkness doesn't know for sure. There maybe many mysteries that have been locked away from the previous owners for over a century.

Torchwood Cardiff is also responsible for tending to the Cardiff Rift, that has since reopened. The staff there takes care of the population of Weevils that lives under the sewers, debris from other universes, and anything else that has been washed up by the Rift.

Torchwood: Glasgow (TW2 HUB)

The New Glasgow HUB sits in one of the original Torchwood holdings inside of Cawdor Castle. This HUB is unique in that it relies on magic instead of science based technology. It also houses many staff members who are gifted in the dark arts.

After Jack's Doctor told Theta, he couldn't kill anymore Jack Harkness, he was shot and fed into a woodchipper. Eventually Jack did come back only to kill Theta with a pipe to get his clothes back.
